Abstract
Two gists in the methodology of highway traffic network planning are briefly expounded in this paper. The necessity of establishing identical planning methods is explored from the angle of methodology. Based on this, the function and ways of thought of identical models are presented as well as two kinds of models. The establishing methods for one of the two models is introduced and evaluated according to the 30-year practices of the highway traffic network in Hunan province of China.
