Abstract
Adopting 0-1 integer planning theory, a mathematical model for the optimization of highway network layout is presented, considering construction fund, highway network development scale and policies. The optimization of highway network layout is the most important function of the model. Three specific methods for the optimization of highway network layout are discussed as well as the evaluating methods for the schemes of the optimization.
