THE HIGHWAY CAPACITY MANUAL IN THE YEAR 2000

The Highway Capacity Manual (HCM), published by the Transportation Research Board (TRB), has been, and remains today, the foremost general guide on the design and operation of streets and highways in the U.S. The Bureau of Public Roads (BPR) published the first Highway Capacity Manual in 1950. Following publication of the 1985 HCM, the Federal Highway Administration funded the initial development of the Highway Capacity Software (HCS) package. Over the next five years, the Transportation Research Board will be defining, compiling, and producing a new set of materials, both in book and electronic forms, which will become the Highway Capacity Manual for the year 2000.
