Abstract

The Transportation Research Board (TRB)'s U.S. Highway Capacity Manual (HCM) is the world's most consulted manual on highway traffic capacity. In other countries, the HCM has been adjusted and national manuals have been produced to meet roadway design and traffic control practices. India is currently developing an Indian Highway Capacity Manual (INDO-HCM), a particular necessity due to the country's unique traffic conditions as compared to developed countries. This article describes the scope and study methodology of the INDO-HCM project. Detailed are the nine work packages (WPs) that comprise the INDO-HCM study.
