Abstract

The Highway Capacity Manual (HCM) was first published in 1950. New versions of the HCM have been published periodically as new research has become available. The Highway Capacity Manual is a widely used resource for the analysis of the capacity, level of service, and delay for a variety of transportation facilities. This paper provides an overview of the newest version of the HCM, scheduled for publication in the year 2000. Also included are a brief history of the HCM and an overview of the Transportation Research Board's Committee on Highway Capacity and Quality of Service. This committee has responsibility for development of the Highway Capacity Manual and the coordination of highway capacity research.
