As a kind of soft power, university culture plays the leading and supporting role in the reforms and development of universities. In the process of the first-class universities and first-rate disciplines construction, culture is the critical element for the development of universities. Culture, the soft power, has become the core competence of universities. It has a strong power of cohesion and inspiration. In the new historical period, it is essential to strengthen the university culture to enhance the quality and efficiency of the first-class universities and first-rate disciplines construction. On the one hand, the university’s cultural construction should emphasize its characteristics and avoid the single form. On the other hand, the construction shall hold the principle of refraining from doing some things in order to accomplish other things, assessing the situation and making reasonable choices.
