Abstract
Social capital may be defined as all kind of idea resources whose cores are some values such as trust.These resources are helpful of cooperation,the decrease of social conflicts and the promotion of social harmonious.Social capital is very crucial to the community governance at some aspects such as saving social costs,promotion the efficiency of governance and formation of harmonious governance and it will propel the construction of Chinese Liangxing Society.So,the accumulation of social capital is needed in order to enhance the level of community governance of China.And,the accumulation of social capital in China needs to process through governmental demonstration,civic education,growth of civil society and positive participation of citizens.
