Constrains of Chinese Administrative Permit System and Institutional Innovation

Problems of administrative permit system in China have connection with the ideas, institutional setting, administrative measures and methods of traditional implementation system Therefore, the permit system reform must refer to the transformation of traditional implementation system from quasi-mobilization pattern to legalization pattern This essay starts the discussion unsolved theoretical problems of the reform, and then, analyzes these difficulties and institutional constrains In the last part, I give discussion to institutional innovation relative to promote this transition of the implementation system
