Abstract

Innovation, especially independent innovation has been the hottest programming language in the economy of our country. To keep maintained rapid growth in our reform and opening up of in 30 years past and realize the objective of developing quickly and well, upholding independent innovation become strategic choice of the country. To improve the independent innovation capability, the key is fully open cultural and administrative environment and intellectual property rights protection system and independent innovation become undoubtedly logical.
