Abstract
Constructing of innovative country, to continuously enhance the capability of independent innovation. To further strengthen the core position of entrepreneurs and enterprises in independent innovation main body status, vigorously foster has a strong capability of independent innovation and international competitiveness of large enterprise groups; to give full play to the leading role of the government, and strive to create a good social environment for independent innovation.
