Study on Capability of Independent Innovation and Innovative Philosophy of Dalian

Along with a strategy to build an innovation-type nation,many cities have initiated the program for developing innovation-type cities.Thus,improving the capability of independent innovation has become a major strategic task for most of the cities in China at present and in the future.Based on an innovation philosophy,the key problem to evaluate a city’s independent innovation ability must take into account elements of its internal innovation foundation,innovation subject,and innovation environment,so as to optimize its innovation system and improve its independent innovation ability,obtaining the city’s economic growth,changing the growth mode,and promoting its sustainable development.
