Few scholars have discussed the reaction and the tactics of press to the Yuan Shikai administration during the Twenty -one Demands incident.The paper attempts to give a holistic study on the dynamics of press and diplon(?)cy during the Twenty -one Demands incident.Thus,it tries to shed light on Yuan Shikai's control and utilization of the press in that period.
