The Japanese government cooked up the notorious “The Twenty One Demands”.One of the important reasons for doing so is that they saw through the political ambition of Yuan Shikai who conspired to set up his claim to the throne.Thus the Japanese government,applying the monarchy as a bargaining chip,coerced Yuan Shikai into accepting “The Twenty One Demands”,which was a treaty of national humiliation.As a consequence,the acceptance of “The Twenty One Demands”by Yuan Shikai sped up the shatter of his dream to be an emperor.
