Since the reform and opening up,the total quantity of Chinese energy consumption has been growing continuingly.The shortage of domestic energy supply has been becoming large more and more and the degree of Chinese petroleum dependence on the foreign has been beyond 50%.Chinese energy efficiency has declined clearly,lower than developed countries.The much growth of Chinese energy consumption results from the fast speed of economic growth,unreasonable economic structure,strict price control and flaw of social control.During of the 12th five years,the situation of Chinese energy supply and need is still serious and the degree of dependence on the foreign will be rise.Therefore,it is of importance to speed up the adjustment of economic structure and energy structure,deepen the reform and advance the energy conservation.
