During the period of the new deal in the late Qing dynasty,Changsha,the capital of Hunan province,was forced into the ranks of the early modern city because of the internal and external force.For example,the modernization of economy,the dissemination of newspapers and the institutional reform of urban administration,and so on.The civil society with the modern meaning began to appear.The early modern city of Changsha had made great progress.
