Abstract

Likin is one of main sources of finance in late Qing dynasty,which is always accompanying and influencing the whole course of early modernization of China.Likin system implemented by late Qing government,which was one of the under-developed and external-oriented modern countries,was an action of primitive capital accumulation.The proposal of abolition of Likin and increase tariff rate,the donation of Likin and Likin pledging reflected the dilemma condition of the Qing government in the process of Modernization.The reverse of primitive capital accumulation carried out in internal and external policy postponed the building proceedings of early modernization in China.
