Abstract

The purpose of the paper is to study the performance of the existing rural residential land institutions on land use efficiency and equality. Methods of documentation, comparison and logical reasoning were employed. The results show that the institution to restrict rural residential land circulation has led to excessive residential land occupancy, scattered residential spots and bad rural environment, which suggests very low efficiency of residential land use. Also the policy has produced severe inequality on subject rights of urban and rural residents, land property rights and beneficial rights of farmers. It is concluded that restrictions on rural residential land circulation should be released, and rural residential land should be allowed to enter into market for transaction under strict and complete regulations.
