Discussion on Establishment of Exit Mechanism for Rural Residential Land

The purpose of the paper is to discuss the establishment of exit mechanism for rural residential land.Methods of comprehensive analysis and documentation were employed.The results indicate that the lack of exit mechanism is the core problem of rural residential land use in China.The establishment of such mechanism,in which the incentive and restraint rules are the core,is an important way to reform and improve the management system of rural residential land.It is concluded that the establishment of exit mechanism of rural residential land should focus on setting up a compensation system for the acquisition of rural residential land by the village collective committee,establishing a diversified insurance system for rural housing,carrying out a pricing and paying system of rural residential land use,as well as improving the mechanisms of readjustment,re-transfer,and reclamation mechanisms for rural residential land.The premises of such institutional innovation should be the fully protection of the farmers' property rights related to their rural residential land,and to ensure no increase of their financial burdens even if the occupation of their residential land are legalized.
