The paper analyzes the rationality of rural residential land use right circulation from the perspectives of perfecting rural property rights system,realizing the equity and efficiency of rural residential land use right circulation and ensuring the safety of collective land assets.It is deemed to be rational to regulate government behavior,enhancing the land legal enforcement in the developed regions and promote the circulation of rural residential land use right differently in different regions based on clear property relations and full respect for farmers' voluntarily.
