On Several Theoretic Issues of Water Recycling Economy and Its Development Measures in China

As a new economic development model,water recycling economy is the fundamental method for mitigating water resource shortage and reducing water pollution.Based on the pressure and necessity for developing water recycling economy in China,this paper defined the concept and analyzed the basic characteristics of water recycling economy,then went onto the review of the current situation of the development of water recycling economy domestically and internationally.The paper also put forward the major measures that can promote the development of water recycling economy in China,pointing out that carefully planning and constructing integrated water recycling system based on the local conditions,innovating water recycling economic technology,and establishing and improving water recycling economic models and management mechanism,were the main focuses for developing water recycling economy currently.
