Resources Reinvention: Rule by Law, Rule by Morality and the Third Force

In recent years, as the order of weakness of law and morality and chaos of controlling anarchism frequently appear in practice, the policy and principle of government and the theory of learned people concerning the governing of country and controlling of society have been between rule by law and rule by morality. But, there is still no definite answer. Where is the problem? Facing such a severe issue, the author tries to explore the resources of natural instincts of rule by law and rule by morality by optimizing rule by law and rule by morality to remake resources, produce and share the Third Force in which law and morality are well combined to remedy effectively the vacancy of law and the powerlessness of morality.
