Abstract
The fundamental difference between rule by man and rule of law and legal system depends on whether the three mentioned above are based on constitutional governments. To obey law or morality is a dilemma sometimes. Rule by morality is based on goodness of human nature while rule of law is based on villainy of human nature. Both rule by morality and rule of law include some moral meaning.
