Abstract
The paper has discussed,exproved the formation and content of the rule by morality and in ancient China,analysed the relations between the rule by morality and and rule by law today, has concluded that the rule by morality and is exactly the rule by men which is opposite to the rule by law.To construct a socialist country of rule by law,we must get rid of the inlunence of the traditional law culture-the rule by morality and law ,must create new systems under the new conditions.
