Abstract

The rule of law is the tendency of all modern countries. Through the ages, both law and morality are the tools of regulating social relation and safeguarding social order. The rule of law and the rule by morality are supplementary and interplaying each other. Morality is the last criterion of human behavior. Law should aim at the perfection of morality and base on it. On our long march to legal society, we should pay enough attention to moral construction and the pattern of putting law in lead and morality afterwards.
