Opportunities includes:the progressive emphasis on talent development for human resources development has laid a foundation thought for human resources development; strategy of developing country through science and ducation provides a method for human resources development; the trend of globalization strengthened opens up the way for the development of human resources . Our human resources challenges faced are: China's human resource development structure is irrational, the development is unreasonable. To promote human resources development, enhance our country's human resource development effectiveness, we need to adhere to combination of cultivation and management, combination of urban and rural areas, combination of system and mechanisms.
