On Talent Development In Western China

Talent is the basic factor and the main motive force during the economic development. Because of the combined reasons of history, system and industrial structure, talent resources in the Western China are very scarce. In order to polish up this situation and to promote the economic development in Western China, the following are supposed to be done: to increase the educational investment and implement the policy of the varied educational investors; to construct social, cultural environments for the talent's cultivation and development; to put into effect the preferential policies to keep on and attract talent and adjust the industrial structure to optimize and upgrade the talent structure.
