MUTUAL IMPACTS OF POLICIES AND URBAN PLANNING

According to the influence degree on urban planning policies,this paper classifies the other public policies into four categories,i.e. most related,second related,generally related and special ones. Combined with a planning practice,it states how other policies influence the formulation of urban planning and how urban planning utilizes other policies favor-able to urban planning to increase the marginal benefit. It holds that the guidance of urban planning for other spatial policies making should be specified in the for-mulation of urban planning. Therefore,the effective-ness of urban planning is embodied in from the poli-cies and to the policies.
