URBAN PLANNING POLICY SYSTEM BASED ON SPATIAL BENEFIT REGULATION

This paper argues that the national laws grant the urban planning the regulation right over spa-tial development. As a public policy,urban planning shall regulate the benefits of various groups in the spatial development. Efforts should be made to es-tablish national,regional and local urban planning policy system. By referring to the experiences of other countries and China’s situations it finds that it is important to renovate the urban planning policies from macro,medium and micro levels.
