THE TREND OF DEVELOPING URBAN PLANNING INTO PUBLIC POLICY

The reformation and development of urban planning has caught close attention of the urban planning circle.Besides urban space organization,the function of urban planning in interest coordination and control has also received general attention.After the review of traditional theory and practice of urban planning,It is found that the attribute of urban planning as public policy has been accepted extensively.It implies that the trend of developing urban planning into public policy is clear. On the basis of comparing two of planning perspectives,taking space organization as the core of planning and taking interest coordination as the core of planning,this paper analyzes the attribute of urban planning as a kind of social planning and public policy,discusses the trend of developing urban planning into public policy,presents the process of policy input and output in urban planning.Some tactics for urban planning research are also discussed as follows: firstly,the effect of urban politics,social formation and cultural diversification on urban development should be explored to promote the prophecy of urban planning;secondly,the spatial effect of all kinds of policies was neglected by researchers and should catch their attention now;thirdly,the integrative coordination and control mechanism of various factors including politics,policy,legislation,economy,culture,etc.,must be well known and established;finally,to meet the need of the transformation of urban planning into a kind of public policy,urban planners should participate in various affairs of planning and management,play different roles according to division of work and become a researcher,a manager,an operator of urban planning,and a prolocutor of public interests.
