Abstract

Russia adequately paid attention to the development of higher education since 1990's,constructing the quality guarantee system becomes the most priority one.The function of the law is given out by Russia in this process,using legal means the responsibility to determine the safeguard,establish the system of evaluation,determine the quality standard and so on.Through legal means higher education to determine and perfect quality guarantee system of higher education development can be the the guarantee and trends in Russian high education.
