Abstract
From the aspects of the construction of the organizational institution, the system of labor power employment, the distribution system, and the property right system, etc., this paper discusses on how the highway engineering supervision enterprises to conduct the structural reform for constructing the modern enterprise fitting in with the requirements of the development of the market economy.
