Analysis on New Rural Cooperative Medical System

Chinese is working vigorously to promote the pilot work of new rural cooperative medical system.The government has become the external driving force in the systematic innovations of the rural preliminary medial care security systems,but the institutional construction based on laws has lagged behind;the guarantee of the new rural cooperative medical system is missing;the policy and the impulsion for the legislation on cooperative medical systems are nowhere to be found.Most of the farmers,who are the major players in the new rural cooperative medical systems,lack the ability and the initiatives to participate in the cooperative medical,and most of the times,farers have to be pushed to accept various regulations and stipulations.Without farmers' participation in policymaking,management and supervision,the new rural cooperative medical system has an inherent flaw.
