Abstract
Building new rural area is an integrated process which covers politics,economics,society and the areas of value.How to treat the issue has the significance of providing methodology.This paper focus on building new rural areas in terms of the peasants' rights and regards the peasants' rights as the key issue in building new rural areas.Whether the peasants' various gained respect or not is the criterion of building new rural areas.The gist of the topic is to see building new rural area from citizens' basic rights.It eliminates the poverty of rights in economical,political and social aspect,awakes the consciousness of peasants' basic rights,fully guarantees the equality of the peasants' basic rights,enforces the constitution protection of peasants' rights,builds the organization to safeguard right and fully exerts the principal function in building new rural areas through reform and innovation.
