The management of human resources differs from that of material resources and traditional labors personal .In our country ,due to the administrations not being put to its full use, a lot of problems are caused ,for example ,the placement of manpower resources is not perfect , the motivity of exploition is not enough and the qualities of administors are not high .Thus we should promote the whole exploitation of human resources by social training and other means ,realize the best placement of management of resources ,set up an efficient estimate and encouragment mechanism to make human resources function its biggest efficiency improve the administors culture and at last realize the scientific management of human resources..
