Abstract
The government of Qing Dynasty used foreign troops to exterminate the uprising of the TaiPing Heavenly Kingdom. Its attitude towards mercenary troops covered the distance from opposition to approval. The use of mercenary troops also reflected the standing point of the government on the matter. After the use of mercenary troops was legalized ,the government of Qing Dynasty paid great attention to the control of mercenary troops, which was reflected in the regulations about the choosing of foreign commanders and the number of soldiers restricted to a regular size.
