Abstract

To realize the strategic task of the balanced development of compulsory education,balanced allocation of teacher resources is the key to realize the balanced development of urban and rural compulsory education.Through the comparison of teacher configuration in city,county town,rural compulsory education,we can find that there are significant differences between urban and rural teachers in number,quality,structure and stability because of the institutional obstacles and non-institutional constraints.To promote the balanced allocation of teacher resources of urban and rural compulsory education,we should strengthen and adjust the idea of guiding mechanism,reform the teacher personnel system,improve the system of teacher training and teachers' salary system,establish and perfect the system of supervision and evaluation mechanism and flow of urban and rural teachers.
