Balanced allocation of teacher resources is the key to realize balanced educational development.The teacher resources installment of compulsory education in Sichuan province exists many problems: the comparison of students and teachers in rural is out of tune;The character of rural teachers is lower and professional structure is unbalanced.It lies in the simple way of the allocation of teacher resources,the lower rural teachers' economic position,the bad working condition.To balance teacher resources must improre rural teachers' treatment first,and build up rural teachers' incentive mechanism.Then we should urge all the teachers to exchange,and make use of the dual means of planning and market,to regulate the allocation of teacher resources between city and country.
