Abstract

In accordance with the existing disadvantages in human resources development and management of our country's state-owned enterprises,this paper holds that it is top priority of state-owned enterprises in aspect of human resources development and management to change concept,build human resources development and management system,establish scientific and practicable competition,employment,salary,training and development mechanisms for human resources.
