On the Origin of Peasants' Right of Development:Based on the Problems Constraining Peasants' Development

Peasants,the disadvantaged group,are large in number current and will exist in a long term in current China.Peasants' development has been limited by both natural and institutional factors,but the lack of peasants' development abilities,such as the ability of social cognition,the ability of social participation and the ability to share the development fruits,is the critical factor to constrain their development.The right of development vested in peasants is the key to promote peasants' development.Peasants' right of development is an abstract political idea and also a concrete legal right.In the respect of political idea,peasants' right of development focuses on peasants themselves and their interests,and it takes peasants' development as one of the goals of social development.In the respect of legal right,peasants' right of development emphasizes the legal explanation and guarantee of peasants' development qualification,abilities,opportunities,interests and assistance.
