These thoughts had distinct class nature and historical limitations and they served defending the minority of the ruling class by nature. In the process of practice, man of the feudal monarchs who ruled the country by individual will would inevitably reduce them to the tools of the thought of rule. The emphasis of the socialist thought of managing state affairs by morals is to rule over a country by the socialist morals, which embody the will and interests of the people. The core of its connotation is serving the people. It is different from any old moral standards in content and form. It is a dialectical unity of being advanced in the times and wide in interests. While we are carrying out the strategy of managing state affairs by morals, we should critically inherit the moral heritage of the Chinese nation, understand the traditional thoughts of rule of virtue scientifically, assimilate the cream of the human morals which have great vitality to serve the socialist thought of managing state affairs by morals; take managing state affairs by law as the safeguard of managing state affairs by morals; strengthen the political moral construction of the state orderlies, especially the leading cadres who should be the good examples of abiding by the socialist laws and exercising the socialist morals, the promoters and exercisers of managing state affairs by law and morals; we must construct and perfect a set of rewarding and punishing systems which can encourage the socialist moral construction to carry out the strategy of managing state affairs by morals onto a right track of virtuous circle.
