Managing State Affairs by Morals and Strengthening the Construction of Morals in Party

This thesis discussed the essential character and the practical signification of communistic moral, set forth the important meaning of strengthening the construction of morals in party and enhancing the instruction of communistic morals to leaders especially, and talked over the method and step of strengthing it. It pointed out the key to implementing the general plan of managing state affairs by morals was to strengthen the construction of morals in party, during which the most important was the instruction of Weltanschauung, philosophy and axiology to leaders. Meanwhile, author said , we had to strength the guide of studies and advance the theoretical level of Marxism to them from politics, studies, and justice, and made each of them strengthen the communist moral practice and advance the culture level. They must fix the tenet of serving people whole-heartedly, build up the power morals of socialism, keep probity and self-discipline, and act as the example of spiritual civilization.
