On motive mechanism of administering the nation by morals

The motivation of administering the nation by morals is composed of many forces, economic, political and cultural. In order to integrate these forces into an organic whole, it is important that motive mechanism of moral construction should be well adjusted. In the course of strengthening and improving the Party' s leadership of socialist moral construction, we should organically combine the construction of socialist moral system with the socialist economic and political reforms and carry out the management of state affairs by both laws and morals. Meanwhile, we should also advance with the times and make constant innovations on the basis of inheriting both Chinese and foreign moral state-running ideologies.
