Abstract
In the text , the author demonstrates that managing state affairs by morals is the basis of managing state affairs according to law through discussing rather centralizedly the groundwork funtion of to nomocracy, in the meantime of putting managing state affairs according to law in practice, we must put managing state affairs by morals in practice, conjointing managing satae affairs by moral to managing state affairs according to law.
