Abstract
The practice of bipartite system of countervailing measures against China is served as a legal vehicle, with which the U.S. is implementing actively a WTO rule-based trade policy towards China and an important step in monitoring China fulfillment of 'the hardest obligations' in respect of subsidies. The U.S. filed litigations against China's prohibited subsidies under dispute settlement mechanism of the WTO, while American industrial circles litigated against China's actionable subsidies. Both worked independently and caused great pressure against China's subsidy policy. China should employ a right-against-right mode, continue to study precedents statutes of CVDL and adjust industrial policy so as to reply to the practice of bipartite system of countervailing measures vigorously.
