Abstract
The of the universities is a systematic work.The reform in universities has much to do with the realization of prospering the country through science and education.Emotion,reason and law are important elements in the of the universities.The reason and the law are unified together to restrict the students' behavior and maintain the campus' stability together,but the emotion is the link between the reason and the law.The three can be used together in the universities to create a art with Chinese characteristic,namely management culture in the universities.
