Abstract
Two issues are vital to fulfilling the scientific development of modern universities: what should be built? and how to build such universities? in that the former is implicated in the latter while the latter motivates and facilitates the former.The solution to the first issue—what should be built—must be found in the practice of establishing and renovating the systems for modern whereas academic freedom and the administration of by professors would be conducive to solving the two issues.As a matter of fact,the first issue of what should be built is included in the second issue of how to build such universities while the second one entails the first issue.
