Study on the Legal System Model Innovation of Resource-based Industrial Development——A Case Study of Zhuzhou City

The resource-based industrial development needs to take effective legal system model innovation.The legal system model innovation of resource-based industrial development is closely related to the core elements of composition,including the industrial development strategy,resource consumption and consumption systems,management practices of resource-based industries,resource-based industries technological innovation mechanism and coordination mechanisms between resource-based industries and environmental.Its most essential features include not sacrificing precious resources and environment,establishment of resource consumption and consumption patterns in accordance with China's industrialization process,eliminating backward production capacity and promoting the upgrading of industrial structure,and the development of recycling economy to achieve the coordinated development of economy,society,resources and the environment.To achieve the legal system model innovation of resource-based industrial development in Zhuzhou city,we should improve the structure of property rights and strengthen the foundation for the development of resource-based industries,scientifically plan to enhance the innovation capacity of resource-based industries,and take multidimensional legal measures to provide strong support for the development of resource-based industries.
