The discussion on resource-based industry development for the strategic resource based region——A case of Xinjiang

This research took Xinjiang which is a strategic resource-based region as an example,set new boundary to resource-based industry category on background of international finance crisis and the world economic stagnancy,and macroscopically analyzed the development status,market requirement,resource gift,the development condition of traffic transportation,fund and technology,development trend of opportunity and challenge of resource-based industry which ensure economy persistence development and resource strategy safety.On this basis,we put forward the development orientation of Xinjiang including the important energy and miner production and transportation base,the industry ligament to promote region economic integration,the investment carrier to promote and extend advantage industry development level and space.The develop key points consist of petroleum and petrifaction industry,coal industry,electric power and support industry,miner exploitation industry.The development policies include six parts: macro-modulate power,technology equipment level,industry planning steering,circular economic mode,preferential policy support and development fund sustentation.
