Abstract
The incompatibility of the present household registry system and social construction leaves citizenship rights of rural migrant workers largely outside the protection of the law. To protect their proper rights, it is urgently necessary to innovate the household registry, employment and social welfare systems as well as putting the labor and capital in perspective.
