Abstract

Overall planning for the rural and urban development necessitates a step-up pace of urbanization of rural migrant workers. However, the incompatibility of the present household registry system and the market-oriented economy leaves citizenship rights of rural migrant workers largely outside the protection of the law. To protect their rights, it is urgently necessry to innovate the household registry, employment and social welfare systems as well as putting the labor and capital in perspective.
